Purpose of Application

Add one new replacement water tube design, No. 2 fuel oil-fired boiler (26 million Btu per hour heat input capacity, NSPS, MACT, ID No. B-BB-9-53B) which will be located in the Court House Bay Area. The existing No. 2 fuel oil-fired boiler (18.4 million Btu per hour heat input, ID No. B-BB-9-55) will be removed upon successful operation of the replacement boiler.

Remove MACT language from the Part II Construction Section of the existing permit, for temporary boiler ID No. B-BB-9-53. After further research on the part of the DAQ and Camp Lejeune, it was discovered that this boiler (Cleaver Brooks Model D42) was manufactured in 1975. That means that this boiler is classified as “existing”, and therefore the compliance date for this boiler has not yet passed . This manufacture date is also prior to NSPS applicability (1989).

Add one No. 2 fuel oil-fired temporary, fire-tube design, Cleaver Brooks boiler (33.5 million Btu per hour heat input capacity, ID No. C-CG-650-T01, NSPS), manufactured in 1993 to be located in the Camp Geiger Area, Building G-650. (Not subject to MACT because of its “existing” category and “fire-tube design”; it is however subject to NSPS)

Add one No. 2 fuel oil-fired temporary, fire-tube design, Cleaver Brooks boiler (16.7 million Btu per hour heat input capacity, ID No. C-CG-650-T02), manufactured in 1970 to be located in the Camp Geiger Area, Building G-650. (Not subject to MACT because of its “existing” category and “fire-tube design”; and it is not subject to NSPS, Subpart Dc because of the manufacture date).

Add one diesel-fired emergency generator (500 kW capacity, 671.0 brake horsepower, ID No. A-HP-54-02) to provide back-up power in the Base Range Control Office in the Miscellaneous Section.

Add two liquefied petroleum (LP) gas-fired boilers (one boiler at 0.5 million Btu per hour heat input, ID No. A-HP-259-01 and one boiler at less than 0.4 million Btu per hour heat input, ID No. A-HP-359-01) to the insignificant Activities list.

Add one woodworking operation (ID No. A-HP-1016-02) back onto the insignificant activities list. This operation was a part of the initial Title V permit, but was mistakenly removed from the permit.

Add one outboard gasoline engine test stand B-A-72-03 to the permit in the Miscellaneous Section.

Add one outboard gasoline engine test stand B-A-134-02 to the permit in the Miscellaneous Section.

Various administrative amendments and requests.
