Introduction and Purpose of Application
Carolina By-Products operates a Fayetteville Plant (CBP) that renders inedible animal by-products and used restaurant grease to produce protein solids and fats that are sold to feed mills. The facility is operating under Title V Air Quality Permit No. 00951T24, issued on December 2, 2005.
CBP submitted application 2600013.06A, received by DAQ on April 18, 2006, for a significant modification pursuant to 15A NCAC 2Q .0501(c)(2) to add or modify the following:
- Add a new Pet Grade Plant Offal Material Process (ID No. ES20). The new process includes a cooker and two condensers (ID Nos. CD20a and CD20b), and is identical to the existing Pet Grade Plant Offal Material Process (ID No. ES11). Three existing boilers (ID Nos. ES12, ES14, and ES19) will provide steam for the new process.
- Rename the existing venturi scrubber ID No. CD16a (formerly ID No. CD11c) and the existing packed bed scrubber ID No. CD16b (formerly ID No. CD11d). The existing venturi scrubber (ID No. CD16a) will be reconfigured so that it is only receiving exhaust from downstream Pet Grade Plant operations, and will not be receiving exhaust directly from the cookers.
- Add one new venturi scrubber (ID No. CD11c). Exhaust from both Pet Grade Plant Offal Material Processes (ID Nos. ES11 and ES20) will be routed to the new venturi scrubber after passing through the condensers that are integral to the cookers (ID Nos. CD11a, CD11b, CD20a, and CD20b). Following the venturi scrubber, emissions from the new Pet Grade Plant Offal Material Process (ID No. ES20) will be routed to two existing boilers (ID Nos. ES12 or ES14), or if the boilers are down or in “low fire” operations, exhaust from the venturi scrubber (ID No. CD11c)will be routed to the existing packed bed scrubber (ID No. CD16b). The existing venturi scrubber (ID No. CD16a) will continue to control “high intensity odor” emissions from downstream operations, as described in the following bulleted point.
- CBP will add various new mechanical equipment to the existing operations downstream of the pet grade plant offal process (ID No. ES16). “High intensity odor” emissions from the downstream operations will be routed to the existing venturi scrubber (ID No. CD16a) and then to the existing packed bed scrubber (ID No. CD16b).
