Introduction - Boiler MACT Expert
The following Four Key Issues are important to understanding the boiler MACT and using the expert system. In case you forget, there will be helpful reminders throughout the system:
- In order to determine the rule requirements for a new or reconstructed boiler or process heater, you need to place the unit into one of the following subcategories:
- Large Solid Fuel, Limited Use Solid Fuel, Small Solid Fuel, Large Liquid Fuel, Limited Use Liquid Fuel, Small Liquid Fuel, Large Gaseous Fuel, Limited Use Gaseous Fuel, or Small Gaseous Fuel
- If the boiler or process heater uses multiple fuels and "appears" to fall into several subcategories (for example, a large boiler firing coal, fuel oil, and natural gas), you must place it in the "dirtier fuel" subcateory ( where solid fuel is "dirtier" than liquid fuel, and liquid fuel is "dirtier" than gaseous fuel).
- For existing sources, you must look at the "collection" of boilers and process heaters within a given subcategory. This is quite different from the method described above for new or reconstructed units. However, it is not as complicated as it might sound since only the Large Solid Fuel and the Limited Use Solid Fuel subcategories have emission limits for existing sources.
- When looking at each of the nine subcatogories, pay close attention to each definition to see if it applies only to Watertube boilers, or only to Firetube boilers.
