The Richmond County Combustion Turbine Facility produces electrical power to retail distribution. It is a PSD Major Source (NOX, SO2, and CO). Richmond County Facility has 7 combustion turbines permitted. The facility consists of five simple-cycle CTGs operating in peaking services, and two base-load combined-cycle CTGs. The facility is still under construction. The company plans to have a total of nine CTGs consisting of three simple-cycle CTGs operating in peaking service, and six combined-cycle CTGs operating at base load. All CTGs are equipped with dry low NOx burners. Units 7 and 8 (combined cycle) are equipped with SCR to further reduce NOx emissions. There is currently one cooling tower for the combined cycle units. Two additional cooling towers will be added, one for each pair combined cycle unit, when these combined cycle units are completed.
There are currently two (2) No. 2 fuel oil storage tanks on-site (3,100,000 gallon capacity, each). The facility is permitted to have two additional storage tanks (3,100,000 gallon capacity, each). A final decision has not been made whether the two additional tanks listed on the permit will be installed has not been only two tanks will be installed on site.
“Simple cycle gas turbine” means any stationary gas turbine which does not recover heat from the gas turbine exhaust gases to preheat the inlet combustion air to the gas turbine, or which does not recover heat from the gas turbine exhaust gases to heat water or generate steam. The combined cycle turbines at this facility are described as “two on one” because one steam turbine and generator and one cooling tower are shared between two turbines and HRSG (operating in parallel). Note this allows them the flexibility to have one set of turbine/HRSG down while continuing to operate.
