The Uwharrie Regional Landfill is subject to NSPS Subpart WWW for solid waste municipal landfills. The landfill consists of two areas; a pre-Subtitle D (unlined) and a Subtitle D landfill (lined). The unlined area was operated from 1975 until its closure in 1995. The final cap was put in place in 1998. The lined section was opened in January 1996 and currently serves as the active filling area. It includes a geo-membrane liner and a leachate collection system. The facility is currently equipped with two gas collection and control systems routed to one open flare. The application requests the addition of a new open flare to burn landfill gas and to keep the existing flare as a backup for the new primary flare.

The new flare system will be a 3,000 scfm blower/flare system with a 12-inch diameter stack and 75-hp centrifugal blower. It will be an open flare equipped with a flame arrester, flow meter, temperature-sensing device, pneumatically actuated automatic shut-off valve, sampling ports, and an auto-dialer for system upset notifications.

The permit application indicates that the flare is equipped with both a manual and automatic inlet header line isolation valve. If the flare shuts down, the control panel automatically closes the isolation valve, closing off all flow of the landfill gas. This system ensures that no free venting of landfill gas is allowed at the control device. A minimum of weekly monitoring will be performed at the flare station to ensure proper operation and to perform preventive maintenance.
