Excerpts - Wade Manufacturing Inspection Report - 07/03/06

FACILITY DESCRIPTION:

This is a Title V facility based on the burning of No. 6 Fuel Oil (SO2) and the VOC emissions associated with the textile manufacturing process.

Wade Manufacturing dyes and prints cotton and polyester/cotton fabric. The process involves slashing, weaving and twisting of yarn, bleaching, dying, printing, and finishing of cloth. Two natural gas//No. 6 fuel oil-fired boilers are used to provide steam for some of these processes. The company started business in 1926. Previously about 350 people were employed and operation was 3 shifts per day, 5-6 days per week. Due to the current economy the facility typically operates 1 shift per day, 4 days per week, 7AM – 5PM. The slashers and rollers are no longer operating. The weaving operation and associated starch silo have been removed.

COMPLIANCE INSPECTION- SUMMARY:

Facility appeared to be operating in compliance at the time of the inspection, with the possible exception of opacity from tenter frame #4. Records are complete and well organized. Control device maintenance records were suspect because of their perfection and uniformity; there were no variations or irregularities. The only equipment operating during this inspection was the Boiler (B1), one finishing range (TEN 2), one pigment range (PIG1), the napping operation (NAP 1), the bleach range operation (J-BOX, BL1, and TEN 4), the blendomat operation (OP 1), the carding and drawing operation (AC1/CARD 1), and the spinning operation (AC 2). The main boiler (ID No. B1) was operating natural gas. Mr. Bruton provided the records to review and escorted me on a complete facility tour.

Visible emissions from operating sources were observed prior to entering the facility from the hillside adjacent to the designated employee parking lot. The emissions from the boiler were 0% opacity. Emissions from the other operating processes were observed to be 0-10%. Following the facility walk-through and records check, I again checked VE. Excessive smoke (~35%) was coming from a source identified by Mr. Bruton as Tenter Frame #4 (permit ID TEN 4. Mr Bruton said that seemed a little above normal, but there was nothing he could do about it. I said that I would recommend a letter from DAQ (Compl Ad Info letter) asking that he investigate and propose a solution, as continuing to operate out of compliance was not an option. I said I would return late some day when the sun was better positioned for a VEE.
